As I told you over the telephone yesterday, I have asked Philip Keymann, head of the Criminal Division, to look into our jurisdiction over the cattle mutilation problem with which you are concerned. We will be in touch with you at an early date.
I must say that the materials sent me indicate the existence of one of the strangest phenomenons in my memory.
